I'm not sure about the designer PR, but i going to try and play around the words that would lead to PR designer.
The above mentioned title i associate with designing of PR campaigns, such as posters, branding, communication strategy, events marketing, programmes and dealing with all public relations matters in bigger picture.
It will depend weather you will be designing for your organization or agencies. Designer PR is not a common name, it is for this reason that i associate with public relations as the event.

This Designer PR term is confusing me by the day as each and every one of us has their own perception and definition for it. Your interpretation makes sense but so do the others:)
